The third Pennsylvania (BB-38) was laid down 27 October 1913 by the Newport News Shipbuilding and Dry Dock Co., Newport News, Va.; launched 16 March 1915; sponsored by Miss Elizabeth Kolb; and commissioned 12 June 1916, Capt.
